The Moosecamp River is not always navigable. It is most likely to be navigable early in the year when water is high and weeds have not grown in. Later in the summer, water can be low, and the river becomes choked with lily pads.
This is not a maintained route, so even if the water is high, there can be obstacles. A couple of common obstacles are downed trees and mud flats. The mud is very deep in places, and it is hard to pull or paddle through.
There are accounts of groups that attempted the Moosecamp and did not make it. If in doubt, ask a local outfitter about conditions before attempting it.
